Brooks was elected mayor in April 2001 after campaigning to modernise the town with recreational facilities, entertainment and a more energetic approach to tourism. Her proposals included ideas for a bowling alley, video arcade, skateboard park, concerts and expanded outdoor activities. Supporters viewed her as a lively alternative to Georgetown’s preservationist leadership, while opponents questioned her experience and flamboyant style. Brooks was accused of exposing herself in a local bar, creating a hostile working environment and making unsubstantiated allegations against town officials; she denied several of the claims. In February 2002, she reported being attacked near her home, but investigators later charged her with false reporting and evidence tampering. Amid the mounting conflict, voters removed her from office in an April 2 recall election by 339 votes to 176. The ballot cited allegations of dishonesty, intimidation and conduct considered unbecoming of an elected official.
Only days after the recall, Brooks posed for Playboy in a studio set designed to resemble a government office, complete with an antique desk and law books. The pictorial appeared through Playboy’s online platform rather than as a traditional Playmate of the Month feature. At 37, Brooks described the invitation as an honour and embraced the playful title of “political pinup.” The shoot transformed the scandal surrounding her mayoralty into a moment of self-directed publicity, presenting her notoriety with the same irreverence that had characterised her public persona.
Brooks later appeared on television and briefly explored further political and media opportunities. In January 2003, a jury acquitted her of felony evidence tampering but convicted her of the misdemeanor offence of falsely reporting an attack; she received a $100 fine plus court costs.
